Telegram Channel Admins in Russia, 2026: RKN Registry, Ad Marking, FAS Moratorium
A short guide for owners of Russian Telegram channels: the RKN registry for 10k+ channels, erid marking for ad posts and Suggested Posts, ORD reporting, the 3% ad levy, the foreign-agent ban and the FAS moratorium to 31.12.2026.

Selling ads makes a Russian channel owner a legal ad distributor. The FAS (Federal Antimonopoly Service, the ad regulator) calls Telegram ads unlawful but is not penalising them in 2026.

1. RKN registry#
At 10,000 subscribers, register with RKN (Roskomnadzor, the media regulator) via the Gosuslugi portal within 10 working days (Law 303-FZ). Unregistered channels cannot carry ads, collect donations or be reposted; advertisers using them risk fines up to 500,000 roubles (mid-size and large firms) and increasingly check first (eLama, 01.02.2026).
2. Marking#
Every ad post needs "Реклама" ("Advertising"), advertiser details and an erid token from an ORD (licensed ad data operator); stats and closing documents go to the ORD by the 30th of the next month (ORD-A). Escrow-paid Suggested Posts are not auto-marked; for Russian audiences, mark them too. Telegram Ads revenue (50% from sponsored messages in your channel) differs: the platform places those ads.
3. The 3% levy#
Since 1 April 2025 online ad distributors, platform owners included, pay 3% of quarterly ad revenue (Art. 18.2, Advertising Law), calculated by RKN from ERIR, the online ad register; no filing needed (eLama).
4. Foreign agents#
Ads on or for "foreign agent" resources have been banned since 22 March 2024; company fines reach 500,000 roubles (Consultant).
5. FAS moratorium to 31 December 2026#
Part 10.7 of Art. 5 of the Advertising Law (since 1 September 2025) bans ads on restricted-access resources. In March 2026 the FAS said it covers Telegram; on 25 March it paused penalties for Telegram and YouTube ads until end-2026 (Pravo.ru, Pravo.ru). Lawyers call the basis disputable. Under Art. 14.3 of KoAP (Code of Administrative Offences) channels are liable too: the first cases, in February 2026, hit bloggers with contracts, marking and ERID in order (The Bell). The moratorium does not lift marking or registry rules.
Checklist#
RKN at 10,000+; mark and report every ad, Suggested Posts included; no foreign-agent ads; watch FAS decisions late in 2026.
FAQ#
Does Telegram Ads revenue need marking? Advertisers get erid via resellers; ask a lawyer how your revenue is classified. You mark your own ad posts.
Under 10,000 subscribers? No registry duty; ad posts still need marking.
After 31 December 2026? Not announced; the market expects enforcement unless the pause is extended.
