What Bakong is NOT:

  • Not privacy-preserving (NBC has full transaction visibility)
  • Not crypto (it's central bank-issued, not decentralized)
  • Not for cross-border trade outside specific bilateral agreements

Why USDT fills the gap: Bakong covers domestic KHR/USD transactions well. But for:

  • Cross-border payments to China, Vietnam, Thailand, Singapore (beyond bilateral PromptPay)

  • Store of value (Bakong USD is still USD; it doesn't outperform USD inflation)

NBC Supervision of Digital Payments#

The National Bank of Cambodia takes an active role in payment system oversight:

Bakong regulation:

  • NBC directly governs Bakong — it's not regulated, it IS the regulator's product
  • All Bakong-connected institutions must be NBC-licensed payment institutions
  • Bakong QR standard is effectively mandated for new payment service providers

Crypto position:

  • NBC has not explicitly banned cryptocurrency
  • NBC has issued cautions about crypto risks (consumer protection statements in 2021, 2023)
  • No VASP licensing framework exists — crypto operates in a regulatory grey zone
